On July 11, 2025, the Ministry of Agriculture and Rural Affairs announced the "Management Measures for the Filing of Livestock and Poultry Farms" and the "Scale Standards for Livestock and Poultry Farms", which will be officially implemented on September 1, 2025.

Previously, due to the fact that the scale standards and filing procedures for livestock and poultry farms were formulated by local authorities, there were inconsistencies in statistical standards, which had a negative impact on the standardized management of the farms. Therefore, after conducting research and extensive sorting of experience and opinions, the Ministry of Agriculture and Rural Affairs has formulated the above-mentioned "Management Measures for the Filing of Livestock and Poultry Farms".

The core content of the "Measures" covers five aspects: defining the scope of filing, determining the filing management agency, standardizing the conditions and processes of filing, clarifying the relevant requirements for changes and cancellations, and strengthening supervision and management work. The "Scale Standards for Livestock and Poultry Farms" and the "Measures" are simultaneously announced. The specific content is as follows:

（1） Management Measures for Filing of Livestock and Poultry Farms

Article 1: In order to regulate the behavior of livestock and poultry breeding, strengthen the record management of livestock and poultry farms, and in accordance with the Livestock Law of the People's Republic of China, these measures are formulated.  

Article 2: Livestock and poultry listed in the National Catalogue of Livestock and Poultry Genetic Resources that are raised in independent and fixed production sites and meet the breeding scale standards set by the Ministry of Agriculture and Rural Affairs shall be registered in accordance with the provisions of these Measures.  

Article 3: The Ministry of Agriculture and Rural Affairs is responsible for the record management of livestock and poultry farms nationwide, and adjusts the scale standards of livestock and poultry farms in a timely manner according to the development of animal husbandry. The agricultural and rural competent departments of local people's governments at or above the county level are responsible for the management of the registration of livestock and poultry farms within their administrative regions, and carry out supervision and inspection of the registration of livestock and poultry farms.  

Article 4: Livestock and poultry farms shall meet the following conditions:

（1） There are production sites and supporting production facilities that are suitable for its feeding scale;  

（2） Livestock and veterinary technicians who serve them;  

（3） Having the epidemic prevention conditions stipulated by laws, administrative regulations, and the Ministry of Agriculture and Rural Affairs;  

（4） There are facilities and equipment suitable for the harmless treatment and resource utilization of livestock and poultry manure;  

（5） Other conditions stipulated by laws and administrative regulations.

Article 5: The operator of a livestock and poultry breeding farm shall submit the following materials to the agricultural and rural competent department of the county-level people's government where the breeding farm is located for filing:

（1） Registration Form for Livestock and Poultry Farms;  

（2） Plan or real-life photos of breeding facilities.

The operator of livestock and poultry farms shall be responsible for the authenticity of the registration information and related materials.  

Article 6: If the operator of a livestock and poultry breeding farm owns two or more livestock and poultry breeding farms, they shall file separate records.

Article 7: If a livestock and poultry breeding farm meets the scale standards set by the Ministry of Agriculture and Rural Affairs and has complete filing materials, the agricultural and rural competent department of the county-level people's government shall issue a code for the production and operation subject of animal husbandry and veterinary medicine; If the materials are incomplete, notify the operator of the livestock and poultry breeding farm to make timely corrections.  

Article 8: If the name, breeding address, livestock and poultry breed, or breeding scale of a livestock and poultry farm changes after filing, the operator of the livestock and poultry farm shall promptly report to the original filing department to change the filing information.  

Article 9: If a livestock and poultry farm no longer operates or no longer meets the scale standards set by the Ministry of Agriculture and Rural Affairs, the operator of the livestock and poultry farm shall promptly report to the original filing department, and the original filing department shall cancel its livestock and veterinary production and operation entity code. If the agricultural and rural competent department discovers during supervision and inspection that livestock and poultry farms have the situations specified in the preceding paragraph, its livestock and veterinary production and operation entity code shall be cancelled.  

Article 10: Livestock and poultry farms shall, in accordance with the requirements of the Ministry of Agriculture and Rural Affairs' industry statistical monitoring work, fill in information such as inventory and output on the Ministry of Agriculture and Rural Affairs' comprehensive information platform for animal husbandry.  

Article 11: If a livestock and poultry breeding farm is not registered, the agricultural and rural competent department of the local people's government at or above the county level shall order it to make corrections within a specified time limit; Those who fail to make corrections within the prescribed time limit or have other serious circumstances may be fined up to 10000 yuan.  

Article 12: The scale of animal husbandry referred to in these Measures shall be calculated based on the designed production capacity of livestock and poultry farms.  

Article 13: The scale standards for livestock and poultry farms shall be formulated and published by the Ministry of Agriculture and Rural Affairs.  

Article 14: These Measures shall come into effect on September 1, 2025. Livestock and poultry farms that meet the scale standards set by the Ministry of Agriculture and Rural Affairs and have been registered in accordance with provincial government regulations before the implementation of these measures do not need to be re registered.
