According to the latest report from Reuters, Carlos Favaro, the Minister of Agriculture and Livestock (Mapa) of Brazil, stated on Monday (August 4th) that Brazil is in talks with the European Union and China regarding the resumption of poultry meat exports from these two economies, which are also its most important markets.

Favaro said that the issues related to the avian influenza cases that occurred at a commercial farm in Brazil earlier this year have been resolved, and Brazilian officials are actively negotiating with various trading partners. The latest news is that Brazil's neighboring country Chile is also ready to resume importing poultry meat from Brazil.

Favaro revealed that negotiations with the EU and China are in the final and most critical stage, with only technical details to be finalized.

Restrictions on Brazilian Poultry Exports

With no new outbreaks in Brazil, various markets are gradually lifting the ban.

On July 23rd, Mapa last updated the national information regarding the import restrictions on Brazilian poultry meat due to the detection of a highly pathogenic avian influenza (IAAP) case in the city of Monteneglo, Rio Grande do Sul (RS). The specific situation is as follows:

No export restrictions: South Africa, Albania, Algeria, Argentina, Bahrain, Bolivia, Bosnia and Herzegovina, Cuba, Egypt, El Salvador, the United Arab Emirates, the Philippines, Hong Kong, China, India, Iraq, Jordan, Kuwait, Lesotho, Libya, Morocco, Mauritania, Mexico, Myanmar, Montenegro, Paraguay, Peru, the Dominican Republic, the United Kingdom, Singapore, Sri Lanka, Türkiye, Uruguay, Vanuatu and Vietnam.

Completely suspend poultry imports throughout Brazil: Canada, Chile, China, North Macedonia, Malaysia, Pakistan, Timor Leste, European Union.

Restricting the import of poultry meat from Rio Grande do Sul, Brazil: Angola, Saudi Arabia, Armenia, Belarus, Kazakhstan, South Korea, Namibia, Oman, Kyrgyzstan, Russia, Tajikistan, and Ukraine.

Restricting the import of poultry meat from Montenegro, Rio Grande do Sul: Qatar.

Restricting the import of poultry meat from Montenegro, Campinas, and San Antonio Dabala: Japan.

Only restrict the import of poultry meat to specific regions: Mauritius, New Caledonia, Saint Kitts and Nevis, Suriname, and Uzbekistan. The recognition of a specific region in accordance with the provisions of the World Organisation for Animal Health's (WHOA) Land Animal Health Code and the World Trade Organization's (WTO) Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) is called regionalization.

Since May 29, 2025, when the General Administration of Customs of China and the Ministry of Agriculture and Rural Affairs jointly issued the "Announcement on Preventing the Introduction of Highly Pathogenic Avian Influenza from Brazil into China", Brazilian poultry meat exports to China have been suspended for more than two months. According to the Brazilian Animal Protein Association (ABPA), Brazil has cumulatively exported 228600 tons of poultry meat to China in the first half of 2025, a decrease of 17.2% compared to the same period last year.
